New York Bill Pending for Speed-Camera Trial Run

The New York Legislature is considering a bill that would establish a five-year experiment with speed cameras in the five boroughs of New York City. Currently under the microscope in the transportation committees of both the Assembly and Senate, the proposal would install equipment at key high-speed locations in the city that would snap pictures of vehicles when sensors register speeds in excess of the posted limits.

Not surprisingly, the concept has both public and legislative supporters and opponents.

Assemblyman Matthew Titone, one of the co-sponsors, recently blogged about his position in The Huffington Post. Titone's support of speed cameras is based on his hope that safety will be enhanced by the deterrence the devices might have on would-be speeders. He presents statistics from other states and countries to support his view that speed cameras do lower accident, injury and death rates.

Titone feels this equipment would support the NYPD's efforts in traffic control, especially since radar speed detection devices are rare on the force. He reasons that the hard evidence produced by the cameras would hold up better in court than police testimony in a speeding infraction case.

According to Titone, opponents voice concern about equipment malfunction, to which he responds that people would not be flagged as speeding until at least 10 mph over the legal limit. He also points to a possible trend in thinking among some people that they are just used to being allowed to speed.

If the bill passes, the experiment will generate a report that would analyze the evidence collected over the five-year trial for further consideration by lawmakers.
